The Spectra Energy gas pipeline is a federally regulated pipeline,just like the Exxon Keystone XL pipeline. However, since Spectra's pipeline is an interstate pipeline that originates domestically, not in a foreign country, the President does not have the right to stop the pipeline. Only FERC may rule on pipelines in US or a federal court may overturn a ruling when a suit is brought by an intervenor given legal standing.
